Explain what a VOR radial is, and describe how the OBS, CDI, and TO/FROM indicator work together to let a pilot track toward or away from a VOR station.
Long before GPS, VOR navigation let a pilot fly a precise course to or from a known station using nothing but a radio receiver and three cockpit indicators — and it remains a required, tested backup skill precisely because it doesn't depend on satellites at all.

A pilot is on the 090 radial of a VOR (due east of the station) and wants to fly directly to it. Since the reciprocal of 090 is 270, the pilot sets the OBS to 270 and confirms the CDI centers with a TO indication — flying a heading of approximately 270 (correcting for wind) will take the aircraft directly to the station.

VOR tracking remains a required, tested skill in pilot training specifically as a reliable non-GPS backup — a real pilot practices centering the CDI and correctly reading TO/FROM indications specifically so this skill is available if electronic GPS navigation ever becomes unavailable in flight.

The reciprocal-for-TO, direct-number-for-FROM rule is worth drilling with several quick radial numbers in a row before moving on — this is exactly the kind of rule that's easy to state correctly but easy to apply backward under time pressure until it's been practiced enough times to become automatic.
